Cancelling before it ships costs nothing. The seven who say no are seven parcels that never leave — and asking also finds the wrong addresses, which is most of the rest.

Or turn the COD into a payment

Offer a small discount to pay now — most stores use 5%. Somebody who has paid does not refuse the parcel, and the discount costs less than one return.
